Overview

PLCA membership is divided into three categories: Regular Members, Associate Members & Honorary Members.  

Regular Members

Regular Members are union contractors performing construction or maintenance of mainline oil and gas transmission pipelines under the National Pipe Line Agreements (NPLAs) - nationwide collective bargaining agreements with the four industry unions: 

  • International Brotherhood of Teamsters
  • United Association
  • International Union of Operating Engineers
  • Laborers International Union of North America

Regular Member dues range from $5,000 to $26,000 annually based on the Member’s gross volume of work during the calendar year in question.

Associate Members

Associate Members are vendors, suppliers, and other service providers that support the work of the Regular Members.

Associate Member dues are $5,000 annually.

 

Honorary Members

Honorary Members are individuals recognized by the PLCA for distinguished service to the pipeline industry.  Each year, the PLCA solicits nominations for Honorary Member from our current Members. 

The PLCA strives to provide a robust portfolio of services to Members in areas such as safety, quality, training, and recruitment, among others.  The PLCA also acts as an advocate on behalf of its Members, as well as to the pipeline construction industry more generally, on a broad range of issues.  

The benefits of membership in the PLCA serve as a foundation for success of companies within the pipeline industry through a variety of ways, some of which are noted below. 

  • Contract compliance and legal guidance related to work under the National Pipe Line Agreement. In addition to support from the PLCA legal team, Regular Members have access to the PLCA’s online NPLA portal containing information on wage rates, benefit issues, union jurisdictional assignments, common questions under the NPLA, etc.
  • Promotion of industry initiatives and best practices that support and motivate safe quality work practices in the pipeline industry.  This work is highlighted annually at our National Pipe Line Conference.
  • Distribution of a weekly newsletter including notifications of the upcoming work for our Regular Members as well as current industry items of note.  
  • Attendance at the PLCA’s Annual Convention.  This major industry event brings together representatives from all sectors of the pipeline construction industry.  Each year, the schedule of events includes informative business sessions as well as extensive networking opportunities.   
  • The PLCA Scholarship Foundation awards 20 scholarships each year to the children, stepchildren, and grandchildren of full time (non-bargaining unit) employees of our Regular and Associate Members.
