The Pipe Line Contractors Association was established in 1948.  We negotiate labor agreements, encourage safe practices in pipeline construction and seek the resolution of problems common to all those in the industry.

      The Association negotiates and administers the National Pipe Line Agreements (collective bargaining labor contracts), with the International Unions representing the four crafts of employees involved in pipeline construction (Laborers, Operating Engineers, Teamster and Welders).  As a member you do not surrender your company's bargaining rights to this Association; however, you must (1) become a signatory to each of the National Pipe Line Agreements (only the trade crafts you use), and (2) provide copies of the signatory pages to the PLCA on application for membership.  These Agreements are published by the PLCA in a Labor Agreements Manual.

      The PLCA has an annual convention traditionally held during the winter months, usually in February.  The Convention in 2008 was held in Kapalua in Maui, Hawaii, at The Ritz-Carlton, , February 20-24.  In 2009, the Convention will be held at The Four Seasons Resort Aviara in Carlsbad, California, February 11-15.  We publish a Weekly Newsletter and Labor Newsletter designed to keep members up to date on labor matters.  In addition to the Newsletters, the PLCA, in conjunction with the University of Texas at Austin, publishes the "Pipe Line Construction" manual.  The PLCA Safety Manual and Safety Video are also available.

      Regular Members must have had at least two years experience in pipeline construction or some phase thereof and have established a reputation for skill, integrity and responsibility.  The dues for Regular Members are a minimum of $4,000.00 per year covering the first $4,000,000 gross volume of work performed anywhere in the world, and up to a maximum of $25,000.00 on a volume of $100,000,000 and over for work performed in the United States.
